Spring has arrived, and homeowners are eager to improve their property. Here are some key points to remember:
Any changes/installations or modifications to the outside of your property must be approved by the board before work begins. This includes, but not limited to, fences, extensions to driveways, sheds, solar panels and decks. Policies regarding these issues can be found on the ROHA website at this link Fence Policy Architectural Form
Maintain fences in good condition.
Common ground is for everyone to enjoy, however, residents may not use this area for personal use (plantings, gardening, etc.)
Additional reminders:
Leaves and trash flow into the lake from the storm sewers, do not sweep yard waste and leaves into the storm sewers as this causes excessive debris in the lake and contributes to the lake overflowing. The same is true of trash and litter.
Golf carts are permitted but you must obey all traffic laws. You must be a licensed driver, obey stop signs and do not allow your underage children to drive the cart – even under your supervision.
In St. Louis County, motorized scooters, including e-scooters, are treated like motor vehicles. They must follow traffic laws, and operators under 17 must wear helmets. Motorized scooters are also prohibited on sidewalks. Additionally, drivers must have a valid license to operate on roadways.

Common Ground As a reminder - Common ground is owned and maintained by the Remington Oaks Homeowner’s Association for the enjoyment of all homeowners. This means that common ground is not to be used as part of a homeowner’s yard – no plantings, gardening, decorative elements, wood piles, etc. may be erected/placed on common ground. Please understand that items not authorized by the ROHA may be removed from the common ground and any expenses incurred will be the responsibility of the homeowner.
New Lake Signs The Board will be installing new signs around the lake in the next few weeks. The signs outline rules about lake usage.
We will also be replacing the fence around the upper spill box due to damage from the storms and vandalism.
The next Membership Meeting will be held on April 14, 2025, at 6:30pm at the clubhouse.

Nobody likes potholes - ROHA does not take care of the roads, St. Louis County is responsible for the subdivision roads. To make a roadway service request, you can go to the St. Louis County Transportation and Public Works Website ( https://stlouiscountymo.gov/st-louis-county-departments/transportation-and-public-works/ ).
Our next Membership meeting will be held on April 14th, 2025, at 6:30pm at the Clubhouse 1111 Newport Landing Drive. We encourage all residents to come see what’s going on with ROHA.

If leaves fall or blow into your yard, they are your responsibility – DO NOT blow the leaves onto common ground or into storm sewers or the lake. It can be costly to pick up leaves and the cost is covered by assessment payments. Blowing/raking leaves onto the common ground increases the cost for this removal which can result in higher HOA assessments. Blowing/raking leaves into the storm sewers or lake will contribute to the sludge that clogs the spillways and cause additional problems with drainage and extra debris.
You may have noticed that the lake was pretty low the last week. Repairs on the smaller spillway box are underway and should be completed soon. The eroded sections of the box were removed and repaired. A waterproof coating will also be applied. The lake will be refilled by natural means of rain and runoff from the storm sewers.
If you still have political/election signs up, please remember to take them down.

Thanks to all who attended our Membership Meeting on Monday, October 21st. It was a good meeting. There were many questions about all of the digging that has been going on in the subdivision – yes, it is really aggravating, but we don’t have much of an ability to interfere with the projects. One attendee suggested sending a complaint to ATT at g43578@ATT.com if you have damage to your property. Be sure to take photographs and document the damage to your yard.
Work on the spillway will begin shortly, the first part will be lowering the level of the lake. After that, workmen will begin working on the damaged concrete. Once the concrete has been repaired, a new more substantial fencing will be installed to replace the current fence. The original fencing was not sufficient to hold back rushing water and vandalism.
A few rules/guidelines to keep in mind
· If your fence is past it’s prime, please make an attempt to bring it up to subdivision standards, the same goes for excessive mold on the side of your home or leaving trashcans visible from the street.
· Fireworks can be a real nuisance to a number of our neighbors. Please remember that fireworks are illegal in St. Louis County.

Lateral Sewer Line Repairs – For your information - Residential sewer lateral is the sewer pipe which runs from the foundation of a house to the sewer main. Repairing the sewer lateral when it breaks can be costly, reaching as high as $15,000. In 1999, unincorporated St. Louis County citizens voted to start an assistance program to help residents recover from a failed sewer lateral. Information about this program is available at Stlouiscountymo.gov under the Transportation & Public Works department.

The Board recently received an anonymous letter from one of our homeowners. Thank you for expressing your concerns, however, it’s difficult to address concerns with an unknown contributor. We are well aware of many of your concerns and have been trying, as much as we are able, to address those concerns. We agree that not all homeowners take care of their property as we would like, and we have tried to address those with letters to the homeowner and with St. Louis County. We have also addressed homeowners who have failing/falling fences no longer serving their purpose, we have been successful with some but not all. As for RV’s and work trucks parked in driveways, again, when we are aware of them, we site the homeowner and remind them of the rules and request that they move the vehicle. As for the work trucks, again, when we are made aware, we contact the homeowner and ask that they either cover the signage on the vehicle or move it to an appropriate space.
We all have busy lives with work, family and other obligations. Board members are all volunteers, and we try our best to hold everyone to the same rules and responsibilities but there is only so much we can do. We currently have liens on several homes for non-payment of assessments and have engaged our law firm to help us address those issues, but it takes time.
The Board holds Membership meetings, and these are not very well attended – we would like to encourage our members to make an effort to participate and see what is happening in our neighborhood and make suggestions or offer help. Next membership meeting is October 21, 2024, at 6:30pm at the clubhouse

Digging in the neighborhood. Just when we thought our lawns were safe, AT&T is in the area putting in fiber optic cable and digging up our yards. Because AT&T is considered a utility, they have an easement through all of our property and do not require any permission from property owners. However, if you have problems with the workers or the condition of your property after the digging is completed, you can contact the company doing the work at Star Construction, damages@star-lic.net, phone number 865-281-865.
Political signs. For political signs/flags/posters, etc. we request that they be on your own property, are up no more than 30 days before & 7 days after an election. The sign(s) should meet reasonable standards as to language, message & appropriateness. The article should be no larger than 3'X5' in size. Should you have additional questions, do not hesitate to contact the board.
Fence & General property maintenance. It’s nice to take a walk or drive around Remington Oaks, the majority of our properties are well kept and well maintained. To keep our area as popular and desirable as possible, we are all responsible for maintaining and keeping our yards and fences in good order and repair. City& Village Tax Office (CVTO) informed us that delinquent assessment letters went out to some homeowners who had already submitted their payments. CVTO has sent out letters to those homeowners who were affected to let them know that the letter was in error. If you have questions, please email the board at rohaboardmo@gmail.com
Spill Box Repair will begin in early October. The repair will address erosion on the smaller box that sits in the lake. The repair will include lowering the lake 2-3 feet, removal of the deteriorated concrete, rebuilding the area and then applying a bonding agent to the surface. We continue to work with our lake maintenance vendor to make sure that the lake remains healthy. Some repairs have been done to the walking path due to erosion from the recent storms.

Golf Cart Safety*
A golf cart is a motorized vehicle. Like any other vehicle, golf carts are subject to the same statutes and restrictions that govern vehicles driven on public streets. Under Missouri law, only licensed drivers over the age of 16 years may operate a golf cart on a public street. And, like automobile drivers, a golf cart driver has the legal duty to use the highest degree of care when operating the vehicle. Accordingly, a golf cart driver must drive the vehicle as a very careful person would under the same or similar circumstances.
Golf carts drivers must also follow Missouri’s rules of the road. Golf cart drivers must comply with all state and local laws applying to the driving of motorized vehicles. Operators of golf carts must comply with traffic control devices like stop signs, operate the vehicle on the right side of the road, and park the golf cart along, parallel and near the curb. Golf carts cannot be driven on sidewalks and must be equipped with certain safety equipment, such as mirrors. Passengers should wear seat belts.

6-21-2024 The Board is pleased to announce that we have received the necessary votes to approve the ballot initiatives to the Remington Oaks Indentures. We received 283 votes to approve and 35 votes to reject. Voting for this initiative is now closed. The board has contacted our attorney to complete the process of submitting this information to St. Louis County. Thank you to all of our residents who took the time to vote on this issue.
